Rysheim Smith, 45, was found guilty of second-degree murder, first- and second-degree manslaughter, and endangering the welfare of a child.

ACS and City Hall strongly disagreed with the findings.

"Zymere Perkins was essentially tortured by those who were charged to be his caregivers."

The Department of Investigations is continuing its investigation of ACS practices.

Days earlier, ACS investigated a tip about an abused child, but the tip was for the wrong address on the same street.

"This cause of death means that the child had evidence of acute and chronic abuse and neglect that ultimately led to his death."

"It's unacceptable to me," De Blasio said of Perkins' death. "It makes me extraordinarily angry."

"Clearly this child had been mistreated before, and over a long period of time."

The boy had bruising over his body and head.
