NYPD officers will be required to hand a business card to civilians who they stop to question, frisk, or search.

Under the new system, officers are supposed to get signed consent when searching someone without probable cause.

"People can be held accountable for their conduct but not have the heavy hammer of the criminal justice system come down on their head."

The NYPD commissioner told the City Council his department is "a model of transparency."
